General Requirements (GR)

General Requirements refer to the administrative, procedural, and project-wide obligations outlined in a construction contract that apply to the entire project rather than to a specific trade or scope of work.

They typically include:

  • Project management and supervision
  • Temporary facilities and utilities
  • Site access and logistics
  • Permits and inspections
  • Safety requirements and compliance
  • Quality control and testing
  • Submittals and documentation
  • Coordination between trades
  • Cleaning and waste management
  • Insurance and bonds
  • Project scheduling and reporting

General Requirements are usually defined in Division 01 of the CSI MasterFormat and establish the rules, responsibilities, and standards that govern how the construction project is executed.

In short, General Requirements cover the overarching conditions and support activities necessary to complete the construction project, but they do not include the physical construction work itself.
